The human voice has remained notoriously difficult to capture and convert accurately into text using computers. However, superb programs exist today that, in their ninth and tenth iterations, are finally pretty accurate at transcribing your dictation - once they have been properly trained.

What was happening in the franchisor community? The Italian legislature had proposed that no franchisor be allowed to offer franchises in Italy unless it had a history of operating at least two units in the country before it began franchising. Ultimately, Italy adopted a more flexible experience standard. Then China adopted a two-unit, one year of experience standard as a precondition for franchising there in its 2004 Franchise Measures.

They may not be the most visible, or even among the highest-paid executives in the company. But in the daily trenches of running a franchise system, chief operating officers, or COOs, are the go-to people for other executives, staff, and franchisees. Most come in early and stay late, taking only brief vacations and then doing so with cell phone in hand.

At the JW Marriott Las Vegas Resort, Spa & Golf, attendees got to see franchising at its best at the Fifth Annual Multi-Unit Franchising Development Conference & Expo.

For many years--like the ancient bones of "Lucy" discovered by Donald Johanson in 1974 and long thought to be mankind's first ancestor--Albert Singer, who founded the Singer Sewing Machine Company in 1851, has been credited with being the first franchisor in the United States. The designation was likely given because his was the most recognized name of the early pioneers that people still remembered.

Fast food chicken franchising has come a long way from 1939, when Colonel Harlan Sanders introduced Kentucky Fried Chicken. Since then, brands like Church's, Chester's, and Popeyes have spread the gospel of fried chicken not only across the continent, but across the world. Fried chicken has become American as apple pie, and everybody wants a piece.

Quick lube shops may seem to be on every corner of most major American cities, but that's not true overseas in places like China and even north of the border in Canada.

Ninety days after the effectiveness of China's new franchise regulations, foreign franchisors and their lawyers are trying to sort out whether they can comply with the law, and if so, how. The Measures for the Administration of Commercial Franchising ("Measures") were adopted as a part of China's commitment to the World Trade Organization to open the Chinese economy to foreign investment. Although rumors about the forthcoming regulations had been emanating from Beijing for nearly two years, in late November the world was given 12 days to comment on draft Measures which would apply to "Foreign Invested Enterprise" ("FIE") franchisors. By the end of December, the Ministry of Commerce ("MOC") had promulgated revised franchise regulations which apply to both domestic and foreign invested enterprises, but which failed to address whether foreign companies may franchise directly into China.

The draft Franchise Regulations ("Draft Regulations") anticipated to replace the 1997 Measures concerning administrative of commercial franchising (the "1997 version") were expected to be out by end of this year. However, reliable sources at the China Chain Store Franchise Association reveal that the draft is pending further amendment at the Ministry of Commerce. To-date, no one knows when the new law will be promulgated.
